The unusual parking lot of Scott Westmoreland’s “Surf Club” is chock full of brightly colored, cheerfully patterned surfboards. Illustrating for the theater and film industries, including a stint as a Disney staff artist, Westmoreland ventured into fine art freelancing in 2001.
